| Description |
The need for application of sustainable development principles in the overall rural development strategy is formally recognized by the Ukrainian government and politically confirmed. In practice, however, exist a number of negative trends and artificial subjective obstacles that limit its real progress towards sustainability. The situation can be improved through the introduction of new organizational systems and techniques for coordination of community activities using public private partnership, and the initiation of activities to establish pre-conditions for sustainable rural development. The determinative factor of effective social policy formation and realization in rural areas can become an involvement of all the parties concerned to define the key problems in social sphere and to search for effective methods of their solution. In this context, in particulare, the urgent necessity is the increasing role of the nongovernmental organizations as active participants in the course of maintaining the sustainable development of rural territories. Потреба у впровадженні принципів сталого розвитку в загальну стратегію сільського розвитку України офіційно визнана на урядовому рівні та політично підтверджена. Проте на практиці існує ряд негативних тенденцій і штучно створених суб’єктивних перешкод, які паралізують реальний поступ у напрямі забезпечення сталості. Ситуацію можна виправити шляхом впровадження нових організаційних підходів і технологій для координації різних форм громадської діяльності в межах громадсько-приватних партнерств, ініціювання заходів, спрямованих на забезпечення передумов до сталого сільського розвитку. Визначальним фактором формування та реалізації ефективної соціальної політики в сільській місцевості може стати практика залучення всіх зацікавлених сторін до визначення пріоритетних проблем у соціальній сфері та пошуку ефективних методів для їх вирішення. У цьому контексті необхідним є підвищення ролі неурядових організацій, як активних партнерів в процесі забезпечення сталого розвитку сільських територій. |
