У публікації проаналізовано вплив відкритої науки на зміну методології та інструментарію для оцінювання професійної діяльності наукових і науково-педагогічних працівників. Констатується, що у різних країнах застосовують різні критерії і показники для оцінювання наукових досліджень та окремих вчених. Переважно це показники щодо кількості цитування наукових публікації, однак ці показники не є ідеальним засобом для визначення впливовості наукових досліджень адже вони мають низку обмежень. Визначено, що впровадження відкритої науки має дуже вагомий вплив на оцінювання професійної діяльності наукових і науково-педагогічних працівників, а саме через факі чинники: прозорість та відкритість наукових результатів; підвищення якості рецензування; вдосконалення форм і засобів оцінювання; зміни у методології проведення наукових досліджень. Для України важливим є не тільки впровадження відкритої науки, а і модернізація системи оцінювання наукової діяльності. Для цього потрібно враховувати кращий вітчизняний та зарубіжний досвід з та рекомендації (національний рівень та інституційний рівень), що вже були розроблені колективом відомих експертів у 2023-2024 рр. Також, варто активно застосовувати досвід та рекомендації міжнародних і вітчизняних організації, асоціацій і проєктів (cOAlition S, OpenAIRE, COST, OPTIMA, Open4UA), діяльність яких безпосередньо стосуються просування принципів відкритої науки та унормування критеріїв і показників оцінювання діяльності вчених, наукових колективів, університетів, науково-дослідних інститутів. Описано та систематизовано критерії, показники для оцінювання професійної діяльності наукових і науково-педагогічних працівників та інструменти відкритої науки, що можливо використати для підтвердження її достовірності. Визначено, що впровадження відкритої науки має значний позитивний вплив на оцінювання професійної діяльності наукових і науково-педагогічних працівників та зміну самої методології проведення наукової діяльності.
The publication analyzes the impact of open science on the changes in methodology and tools for evaluating the professional activities of scientific and scientific-pedagogical staff. It is noted that different countries apply various criteria and indicators for evaluating scientific research and individual scientists. Predominantly, these indicators are related to the number of citations of scientific publications; however, these indicators are not an ideal means of determining the influence of scientific research as they have several limitations. It has been established that the implementation of open science has a significant impact on the evaluation of the professional activities of scientific and scientific-pedagogical staff, specifically through the following factors: transparency and openness of scientific results; improvement of peer review quality; enhancement of evaluation forms and tools; and changes in the methodology of conducting scientific research. For Ukraine, it is important not only to implement open science but also to modernize the system of evaluating scientific activities. To achieve this, it is necessary to take into account the best domestic and foreign experiences and the recommendations (both at the national and institutional levels) developed by a team of renowned experts in 2023-2024. It is also worth actively applying the experiences and recommendations of international and domestic organizations, associations, and projects (cOAlition S, OpenAIRE, COST, OPTIMA, Open4UA), whose activities are directly related to the promotion of open science principles and the standardization of criteria and indicators for evaluating the activities of scientists, research teams, universities, and research institutes. The criteria and indicators for evaluating the professional activities of scientific and scientific-pedagogical staff and the open science tools that can be used to verify their accuracy are described and systematized. It has been determined that the implementation of open science has a significant positive impact on the evaluation of the professional activities of scientific and scientific-pedagogical staff and the change in the very methodology of conducting scientific activities. |
