У науковій доповіді представлено ключовий підхід до розуміння ролі освіти, зокрема громадянської освіти, на сучасному етапі суспільного розвитку як чинника забезпечення національної безпеки. Проведений аналіз компетентнісного потенціалу громадянської та історичної освітньої галузі дав підстави для висновку, що громадянська освіта має бути обов’язковим складником змісту профільної середньої освіти. У результаті здійсненого дослідження виявлено різні підходи до організації громадянської освіти в європейських країнах. Аналіз зарубіжного досвіду дав змогу встановити, що громадянська освіта покликана забезпечити формування громадянської компетентності та є обов’язковим складником змісту старшої профільної освіти, а також вагомим складником змісту громадянської освіти є правові знання та цінності. З’ясовано, що європейська модель громадянської освіти орієнтована на засвоєння учнями комплексу знань про устрій суспільства і держави, місце та роль у ньому громадянських інститутів та власне громадян як активних, залучених учасників демократичних процесів на різних рівнях. На основі зарубіжного досвіду запропоновано два варіанти впровадження громадянської освіти у старшій профільній школі в Україні: окремий інтегрований курс «Громадянська освіта»; інтеграція відповідного змісту в інші предмети/курси як історія тощо.
The scientific report outlines a key approach to understanding the role of education, in particular civic education, at the current stage of social development as a factor in ensuring national security. The analysis of the competence potential of the civic and historical educational field led to the conclusion that civic education should be a mandatory component of the content of specialized secondary education. As a result of the study, different approaches to the organization of civic education in European countries were identified. The analysis of foreign experience made it possible to establish that civic education is designed to ensure the formation of civic competence and is a mandatory component of the content of upper secondary professional education, in turn, an important component of the content of civic education is legal knowledge and values. It is found that the European model of civic education is focused on the acquisition by students of a set of knowledge about the structure of society and the state, the place and role of civic institutions in it and citizens themselves as active, involved participants in democratic processes at various levels. Based on foreign experience, two options for implementing civic education in upper secondary specialized schools in Ukraine are proposed: a separate integrated course «Civic Education»; integration of relevant content into other subjects/courses like history etc. |
