У статті розглянуто державне управління освітою як функція організованих систем, що забезпечує збереження структури, підтримку режиму діяльності, реалізацію програм, досягнення цілей та ґрунтується на єдності цілей, завдань, принципів і програм з основних напрямів діяльності державних органів управління освітою. Вибір методів державного управління в системі освіти залежить від стратегічних і тактичних цілей держави у сфері соціальної політики, до яких віднесено: наповнення реформ, які проводяться у вищій школі, соціальним змістом; розвиток демократичних засад та реалізацію прав людини щодо одержання освіти всіх рівнів; активізацію соціальної ролі держави та відпрацьовування взаємодії держави і суспільства в соціальній сфері; створення можливостей для реалізації здібностей людини; оптимізацію ситуації на ринку освітніх послуг; розвиток інфраструктури системи освіти; модернізацію системи освіти; зближення академічної науки з освітою і промисловістю; оптимізацію структури людського капіталу. Реформування освіти і науки зумовлене необхідністю впровадження кардинальних змін, спрямованих на підвищення якості, доступності та конкурентоспроможності освіти в нових економічних і соціокультурних умовах, прискорення інтеграції України в міжнародний освітній простір і є цілеспрямованим співробітництвом органів влади, суб’єктів вищої школи та суспільства в цілому. Систематизовано напрями реформування системи вищої освіти України, а саме: оптимжізація мережі навчальних закладів з урахуванням демографічних та економічних реалій, узгодження кваліфікаційних характеристик, стандартів і навчальних програм з освітньо-кваліфікаційними вимогами робочих місць та мотивація роботодавців до участі в підготовці навчальних програм, узгодження з ними освітніх і професійних стандартів; переорієнтація навчальних планів на збільшення частини практичного компонента; масштабне запровадження програм стажування на виробництві. Отримано цілісне бачення стану освіти та основних проблем. До головних можна віднести: державну монополію та надмірну централізацію, невідповідність освіти сучасним вимогам та ринку праці, відсутність партнерських зв’язків із роботодавцями та експериментально-навчальної бази, якість та конкурентність вищої освіти, ефективність використання наявного науково-технічного персоналу та підвищення престижу наукової діяльності. The article considers the state management of education as a function of organized systems that ensures the preservation of the structure, maintenance of the regime, implementation of programs, achievement of goals and is based on the unity of goals, objectives, principles and programs in the main areas of state education management. The choice of methods of public administration in the education system depends on the strategic and tactical goals of the state in the field of social policy, which include: filling the reforms carried out in higher education with social content; development of democratic principles and realization of human rights to receive education at all levels; activation of the social role of the state and working out of interaction of the state and society in the social sphere; creating opportunities for the realization of human abilities; optimization of the situation on the market of educational services; development of the infrastructure of the education system; modernization of the education system; convergence of academic science with education and industry; optimization of human capital structure. Reforming education and science is conditioned by the need to introduce radical changes aimed at improving the quality, accessibility and competitiveness of education in the new economic and socio-cultural conditions, accelerating Ukraine's integration into the international educational space and is purposeful cooperation between government, higher education and society as a whole. The directions of reforming the higher education system of Ukraine are systematized, namely: optimization of the network of educational institutions taking into account demographic and economic realities, harmonization of qualification characteristics, standards and educational programs with educational and qualification requirements of jobs and motivation of employers to participate in curriculum preparation. educational and professional standards; reorientation of curricula to increase part of the practical component; large-scale introduction of internship programs in the workplace. A holistic vision of the state of education and the main problems is obtained. The main ones are: state monopoly and excessive centralization, non-compliance of education with modern requirements and the labor market, lack of partnerships with employers and experimental training base, quality and competitiveness of higher education, efficient use of existing scientific and technical staff and increasing the prestige of scientific activity. |
