У статті узагальнено наукові здобутки щодо теоретичних основ інституційного механізму державного управління в системі вищої освіти. Досліджено інституційні аспекти державного управління в сфері освіти. Обґрунтовано пропозиції щодо трансформації інституційного механізму державного управління в сфері освіти і науки України. Визначено, що як у ситуації добровільного, так і примусового формування інституційного механізму його учасникам необхідно знати основні орієнтири своєї діяльності в рамках його функціонування. У першому випадку, ці орієнтири виставляють центральні органи виконавчої влади, а від учасників вимагається, в першу чергу, виконавча дисципліна, а не креатив. Добровільні інституційні механізми знаходять орієнтири (benchmarks) своєї діяльності завдяки конкуренції. Проте в галузях, де підвищена і роль державного регулювання, і велика роль уїльямсонових «керівних структур», специфіка суспільних благ змушує інститути формувати орієнтири створюваних ними інституційних механізмів самостійно. Незважаючи на більш жорстку, ніж при виробництві матеріальних благ, регламентацію і значну роль державного фінансування у відтворенні зазначених благ у сфері освітніх послуг, інституційне середовище, особливо в регіональних закладах, сприяє посиленню конкуренції. Це, у свою чергу, ще більше стимулює добровільне формування орієнтирів автономними інститутами в рамках інституційних механізмів – інакше цілі почне формувати держава або наддержавні структури. Визначено, що інституційне забезпечення державного управління в системі вищої освіти передбачає сукупність складових, що знижують трансакційні витрати співробітництва та конкуренції інститутів вищої освіти, сприяють їх адаптації до обмежень інституційного середовища та їх трансформації з метою збільшення каналів і джерел фінансування. The article summarizes scientific achievements regarding the theoretical foundations of the institutional mechanism of state management in the system of higher education. Institutional aspects of state administration in the field of education are studied. Proposals regarding the transformation of the institutional mechanism of state administration in the sphere of education and science of Ukraine are substantiated. It was determined that both in the situation of voluntary and forced formation of the institutional mechanism, its participants need to know the main orientations of their activities within the framework of its functioning. In the first case, these guidelines are set by the central bodies of the executive power, and the participants are required, first of all, to have executive discipline, not creativity. Voluntary institutional mechanisms find benchmarks of their activity thanks to competition. However, in industries where both the role of state regulation and the great role of Williamson's "guiding structures" have increased, the specificity of public goods forces institutions to form the guidelines of the institutional mechanisms they create on their own. Despite stricter regulation than in the production of material goods and the significant role of state funding in the reproduction of these goods in the field of educational services, the institutional environment, especially in regional institutions, promotes increased competition. This, in turn, further stimulates the voluntary formation of guidelines by autonomous institutions within the framework of institutional mechanisms - otherwise, the state or supranational structures will begin to form goals. It was determined that the institutional support of state management in the system of higher education involves a set of components that reduce the transaction costs of cooperation and competition of higher education institutes, contribute to their adaptation to the limitations of the institutional environment and their transformation in order to increase the channels and sources of funding. |
