У статті наведено дані моніторингу потреби регіонів України в підвезенні дітей старшого дошкільного віку до закладів дошкільної освіти та у зворотному напрямку. Моніторинг проведено в межах членства в робочій групі Міністерства освіти і науки України (далі – МОН) з розроблення пропозицій щодо врегулюван-ня питання перевезення дітей дошкільного віку в заклади дошкільної освіти шкільними автобусами (наказ МОН від 15.11.2023 No 1396) на виконання листа МОН від 01.12.2023 No 6/297-23. Зібрані дані будуть корисні у процесі підготовки змін до ключових нормативно-правових актів та розпорядчих відомчих документів, якими має регламентуватися організація відповідних перевезень. У подальшому стане можливим вирішен-ня питань їх фінансування, матеріально-технічного і кадрового забезпечення. Вивчення даного питання актуалізувалося в умовах дії воєнного стану і на фоні посилення зусиль держави щодо оптимізації безкош-товних й безпечних перевезень учнів до закладів загальної середньої освіти (включно з опорними закладами та їхніми філіями) з урахуванням освітніх втрат, яких зазнала і система дошкільної освіти. Це є перше прицільне вивчення потреби в підвезенні здобувачів дошкільної освіти, яке показує реальну картину справ станом на кінець 2023 року та допоможе органам управління освітою спільно з органами Національної поліції, інших міністерств і відомств оцінити ресурси, резерви, ризики, економічну та соціальну вигоду від нововведень, убезпечитися від помилок на основі наявного багаторічного досвіду організації перевезень школярів із залученням спеціалізованих автобусів, орендованого, громадського, приватного транспорту.
The article provides data on the monitoring of the needs of the regions of Ukraine in the transport of children of older preschool age to preschool education institutions and in the opposite direction. The monitoring was carried out within the framework of membership in the working group of the Ministry of Education and Science of Ukraine (hereinafter referred to as the Ministry of Education and Science of Ukraine) on the development of proposals for the settlement of the issue of transportation of preschool children to preschool education institutions by school buses (order of the Ministry of Education and Science of November 15, 2023 No. 1396) in compliance with the letter of the Ministry of Education and Culture dated December 1.2023 No. 6/297-23. The collected data will be useful in the process of preparing changes to key normative legal acts and administrative departmental documents, which should regulate the organization of the relevant transportation. In the future, it will be possible to solve the issues of their financing, material and technical and personnel support. The study of this issue was actualized in the conditions of martial law and against the background of strengthening the state’s efforts to optimize free and safe transportation of students to general secondary education institutions (including support institutions and their branches), taking into account the educational losses suffered by the preschool education system. This is the first targeted study of the need for transportation of preschoolers, which shows the real picture of the situation as of the end of 2023 and will help the education management authorities, together with the National Police authorities, to assess resources, reserves, risks, economic and social benefits from innovations, to avoid mistakes on on the basis of many years of experience in organizing the transportation of schoolchildren with the involvement of specialized buses, rented, public, and own transport. |
