Analysis of scientific works in the field of education shows that one of the problems of the educational process is the assessment of its quality. Many authors consider the qualimetric approach to be the most effective approach to the practical implementation of such an assess-ment. While agreeing with scientists who study the application of qualimetry to assess the quality of education, the authors of this article focus on the use of the resource approach. The educational process itself can be considered as a set of these resources, united by defined interactions. This approach will allow individualization of learning at the student level. We consider the technology of constructing factor-criteria models with the involvement of specialists in their development. This approach is based on the numerical interpretation of the results obtained using the method of expert assessments. We also offer the tools we have developed (either a specialized program or a set of criteria for evaluation) to support the peer review of electronic resources. We show that this toolkit, with minor changes, is applicable to the evaluation (ranking by qualitative features) of arbitrary resources of the educational pro-cess that have quality as a characteristic. In addition, the use of the proposed approach makes it possible to use qualimetric monitoring as a tool for the educational process – in other words, to track the dynamics of changes in the state of the resources of the educational process and, using statistical methods, to establish their impact on the final result of education.
Аналіз наукових праць у галузі освіти показує, що однією з проблем освітнього процесу є оцінка його якості. Багато авторів вважають кваліметричний підхід найбільш ефективним підходом до практичної реалізації такої оцінки. Погоджуючись із науковцями, які досліджують застосування кваліметрії для оцінки якості освіти, автори статті акцентують увагу на використанні ресурсного підходу. Сам освітній процес можна розглядати як сукупність цих ресурсів, об'єднаних визначеними взаємодіями. Такий підхід дозволить індивідуалізувати навчання на рівні учня. Розглядається технологія побудови факторно-критеріальних моделей із залученням до їх розробки спеціалістів. Цей підхід базується на чисельній інтерпретації результатів, отриманих за допомогою методу експертних оцінок. Ми також пропонуємо розроблені нами інструменти (або спеціалізовану програму, або набір критеріїв для оцінки) для підтримки експертної оцінки електронних ресурсів. Ми показуємо, що цей інструментарій з незначними змінами застосовний для оцінювання (ранжування за якісними ознаками) довільних ресурсів навчального процесу, які мають якість як характеристику. Крім того, використання запропонованого підходу дає змогу використовувати кваліметричний моніторинг як інструмент навчального процесу – іншими словами, відслідковувати динаміку змін стану ресурсів навчального процесу та, використовуючи статистичні методи, встановити їх вплив на кінцевий результат навчання. |
