У дисертації здійснено цілісний аналіз системи підвищення кваліфікації фахівців з питань цивільної безпеки у післядипломній освіті. Розкрито особливості підвищення кваліфікації цих фахівців з огляду на специфічний характер їх професійної діяльності. Теоретично обґрунтовано та розроблено авторську концепцію підвищення кваліфікації фахівців з питань цивільної безпеки у післядипломній освіті. Виокремлено підходи і принципи, які стали методологічною основою дослідження. Спроєктовано інваріантну модель професійної компетентності фахівців з питань цивільної безпеки з урахуванням багатоаспектності їхньої професійної діяльності. Виокремлено компоненти професійної діяльності (когнітивний, діяльнісний, особистісно-ціннісний), розроблено критерії (змістово-смисловий, організаційно-діяльнісний, особистісний) та їх показники, на основі яких визначено рівні професійної компетентності фахівців з питань цивільної безпеки (низький, середній, високий). Розроблено й теоретично обґрунтовано систему підвищення кваліфікації фахівців з питань цивільної безпеки у післядипломній освіті як сукупності взаємопов’язаних і взаємозумовлених структурних блоків (цільовий, теоретико-методологічний, змістовий, організаційно-діяльнісний, діагностично-результативний) та експериментально перевірено її ефективність. Обґрунтовано педагогічні умови ефективності підвищення кваліфікації фахівців з питань цивільної безпеки у післядипломній освіті, що забезпечують позитивну динаміку розвитку компонентів професійної компетентності. Розроблено навчально-методичне забезпечення розвитку професійної компетентності фахівців з питань цивільної безпеки у системі підвищення кваліфікації. Окреслено перспективи розвитку системи підвищення кваліфікації фахівців з питань цивільної безпеки. Mykhailov V. M. In the thesis, a holistic analysis of the system of advanced training of civil security specialists in postgraduate education was carried out. The specifics of improving the qualifications of these specialists in view of the specific nature of their professional activity, were revealed. The author’s concept of advanced training of civil security specialists in postgraduate education was theoretically substantiated and developed. The approaches and principles that became the methodological basis of the research were highlighted. An invariant model of the professional competence of civil security specialists with taking into account the multifaceted nature of their professional activity, was designed. The components of professional activity (cognitive, activity, personal-value) were distinguished as well as the criteria (content-semantic, organizational-activity, personal) and their indicators, on the basis of which the levels of professional competence of civil security specialists were determined (low, medium, high). The system of advanced training of civil security specialists in postgraduate education was developed and theoretically substantiated as a set of interrelated and mutually determined structural blocks (target, theoretical-methodological, semantic, organizational-active, diagnostic-resultative). Its effectiveness was varified experimentally. Pedagogical conditions for the effectiveness of advanced training of civil security specialists in postgraduate education, which ensure positive dynamics of the development of components of professional competence, were substantiated. Educational and methodological support for the development of professional competence of civil security specialists in the system of professional development was developed. The prospects for the development of the system of professional development of civil security specialists were outlined. |
