Дана робота підготовлена в рамках виконання науково-дослідної теми «Трансформація професійного розвитку педагогічних і науково-педагогічних працівників в умовах відкритого університету післядипломної освіти». У пошуках різних моделей професійного розвитку педагогічних і науково-педагогічних працівників було виявлено, що вітчизняні і зарубіжні вчені все частіше акцентують свою увагу на доцільності використання електронних освітніх ресурсів у післядипломній освіті. Водночас увагу привернула кількість термінів, які використовуються дослідниками в публікаціях для опису особливостей відкритої освіти: «відкритий університет», «відкриті освітні ресурси», «відкрита наука», «відкритий педагог», «відкрита ініціатива», «відкрита освітня політика». По суті кожна із зазначених дефініцій – це концепція відкритої освіти, яку автор розглядає як багатовекторний процес з просування відкритих освітніх ресурсів, який поєднує усталену традицію обміну ідеями між освітянами та інтерактивну культуру співпраці в Інтернеті, в основу якої покладено вільне використання, налаштування, покращення та перерозподіл освітніх ресурсів без обмежень, що дасть можливість зробити освіту доступнішою та ефективнішою. Українським вченими з початку ХХІ століття виконано 56 науково дослідних робіт за темами, пов’язаними з розвитком відкритої освіти, які представлено в додатку до цієї публікації. До кожної теми подано посилання в електронній бібліотеці НАПН України, за якими можна знайти більш, ніж 4500 публікацій з висвітленими результатами досліджень. Здійснено аналіз документів, прийнятих на міжнародному рівні, в яких розкрито потужний потенціал відкритої освіти, висвітлено концепції і стратегії її розвитку. Їх реалізація сприятиме розвитку формальної, неформальної та інформальної освіти, індивідуалізованому і гнучкому навчанню; забезпечить вільний доступ до матеріалів широкому колу людей, що користуються Інтернетом, розширить можливості охоплення та обслуговування сотень тисяч здобувачів освіти, що підвищує її значущість і організаційну цінність в кризових умовах – пандемій, воєнного стану, надзвичайних ситуацій. This work was prepared as part of the implementation of the scientific research topic "Transformation of the professional development of pedagogical and research-pedagogical workers in the conditions of an open university of postgraduate education." In the search for different models of professional development of pedagogical and research-pedagogical workers, it was found that domestic and foreign scientists are increasingly focusing their attention on the feasibility of using electronic educational resources in postgraduate education. At the same time, attention was drawn to the number of terms used by researchers in publications to describe the features of open education: "open university", "open educational resources", "open science", "open teacher", "open initiative", "open educational policy". In essence, each of these definitions is the concept of open education, which the author considers as a multi-vector process of promoting open educational resources, which combines the established tradition of exchanging ideas between educators and the interactive culture of cooperation on the Internet, which is based on free use, customization, improvement and redistribution of educational resources without restrictions, which will make it possible to make education more accessible and effective. Since the beginning of the 21st century, Ukrainian scientists have completed 56 scientific research works on topics related to the development of open education, which are presented in the appendix to this publication. For each topic, links are provided in the electronic library of the National Academy of Sciences of Ukraine, which can be used to find more than 4,500 publications with highlighted research results. An analysis of documents adopted at the international level was carried out, in which the powerful potential of open education was revealed, the concepts and strategies of its development were highlighted. Their implementation will contribute to the development of formal, informal and informal education, individualized and flexible learning; will provide free access to materials to a wide range of people using the Internet, will expand the possibilities of reaching and serving hundreds of thousands of education seekers, which increases its significance and organizational value in crisis conditions - pandemics, martial law, emergency situations. |
