Description Представлено стан та розвиток системи освіти дітей з особливими потребами в Україні за часів незалежності (1991 – 2016 рр.). Окреслено кілька етапів, часові межі яких визначаються суспільно-політичними та соціокультурними процесами, що відбувались у країні на шляху входження до європейського освітнього простору.
The paper highlights certain crucial changes in education of children with special needs in Ukraine after it became independent and outlines a number of important objectives for the foreseeable future to support effective development of the national education services for children with special needs. The Ukrainian education system went through significant transformational changes as the new social and education philosophy was introduced which is based on human-centric principles. Equal access to quality education was declared the mainstream policy for the development of education. It applies to all citizens, including persons with special needs, disabilities, and/or impairments. Currently, in the Ukraine’s education system a dynamic process of profound changes continues involving all components of its innovative development: methodology, content, technologies and management. Values are being re-appraised; long-held stereotypes, medical and disability-based approaches to education of people with special needs, in particular children, challenged. This creates opportunities for shaping new regulatory framework, designing research-based methodology, structures and content for their education. Nowadays, the functioning and development of the Ukrainian system of education for children with special needs is characterized by a greater emphasis on de-institualization and providing all teaching and learning resources in accessible formats taking into account individual special needs – a key principle of inclusive education.
