Важливим аспектом реформування системи ПТО є підготовка фахівців, здатних раціонально планувати й реалізовувати власну професійну кар’єру відповідно до особистісних потреб та актуальних запитів суспільства. Серед факторів упливу на розвиток професійної кар’єри одними з найвагоміших є макроекономічні, що діють як на державному, так і на інституційному рівнях. На державному рівні найбільш значимими макрофакторами є стан ринку праці, якість технологічної бази вітчизняних підприємств, правове забезпечення стосунків держави й бізнесу, демографічна ситуація тощо. Головними чинниками інституційного рівня є стан функціонування системи ПТО, особливості діяльності вітчизняних підприємств та організацій, специфіка їх взаємовідносин. До негативних факторів державного рівня варто віднести: проблеми, пов’язані з роздержавленням підприємств, що детермінували не завжди позитивні зміни у відносинах між робітниками, роботодавцями та державою, потужні міграційні процеси, пов’язані з високим рівнем безробіття й наявністю значного числа внутрішньо переміщених осіб; застарілу структуру ринку праці, неготовність його вчасно реагувати на інноваційні економічні тенденції; переважання попиту на малокваліфіковану працю; недостатній рівень професійної мобільності виробничого персоналу. До негативних чинників інституційного рівня варто віднести, з одного боку, – стан системи ПТО та окремих навчальних закладів, а з іншого, – підприємств та організацій. У системі ПТО негативними чинниками, що потужно впливають на усвідомлення молоддю професійної кар’єри, є: зменшення контингенту учнів ПТО, зростання числа неефективних малокомплектних закладів, часто невиправдано поверхневе ставлення до викладання предметів соціогуманітарного циклу, недостатня професійна спрямованість викладання загальноосвітніх дисциплін, низький рівень упровадження новітніх виробничих технологій, невідповідність рівня компетентності випускників ПТНЗ сучасним вимогам ринку праці, невдоволення роботодавців якістю робочої сили. З’ясовано, що пом’якшити негативний уплив охарактеризованих негативних макрофакторів можуть створені при ПТНЗ центри розвитку професійної кар’єри. An important aspect of the vocational education system (VET) reform is the specialists training who will be able to rationally plan and implement their own professional career in accordance with personal needs and current society demands. Among the factors of influence on the professional career development the key factor is the macroeconomic factor, which act at both levels: the state and institutional. At the state level the key macroeconomic factors are: labour market condition, quality of domestic enterprise’s technology base, legal support of state and business relations, demographical situation etc. The key factors of the institutional level are condition of VET functioning, the peculiarities of the domestic enterprises activity and organizations, and the specificity of their relations. The negative state-level factors include the following: problems associated with the denationalization of enterprises which determined not always positive changes in the relations between workers, employers and the state; powerful dispersal movements associated with high unemployment level and the presence of a significant number of internally displaced persons; the outdated labour market structure, its inability to respond timely to innovative economic trends; prevalence of demand for low-qualified work; insufficient level of structural mobility of factory personnel. The negative factors of the institutional level are, on the one hand – VET condition and separate educational institution and on the other – enterprises and organizations. The negative factors which powerful influence on awareness of young people's professional careers in VET are: decrease in enrolment in VET; increase in the number of ineffective small institution; often unjustifiably superficial attitude to the subjects teaching of the socio-humanitarian cycle; insufficient professional orientation of general subjects teaching; poor standards of implementation of the newest production technologies; inconsistency of the competence level of vocational schools graduates to modern labour market requirements, employers discontent with the workforce quality. It was found out that created centres of professional career development at vocational schools could mitigate the negative impact of the characterized macro factors. |
