Інформатизація наукової діяльності є важливим чинником формування сучасної інформаційної інфраструктури діяльності наукових установ, що актуально в умовах розвитку інформаційного суспільства й переходу до суспільства знань. Основною формою діяльності наукових установ є наукові дослідження. Проблема інформатизації наукових досліджень поза залежністю від їхньої предметної галузі пов'язана з організацією, плануванням, контролем і моніторингом їхнього виконання, тобто процесами менеджменту, що охоплює таку інституціональну сферу як державна соціально-економічна система. Фінансування, діяльність і відповідно менеджмент такої системи в основному здійснюється з державного бюджету й регулюється державними нормативними документами. Це забезпечує структурованість документообігу й бізнес-процесів, що супроводжують виконання наукових досліджень, що є передумовою розгляду менеджменту наукової діяльності як головної проблеми їхньої інформатизації.
